Jim was born in Athens, Tennessee, though spent most of his life in central Florida, where he was vice-president of operations for a major manufacturer, an owner of printing and publishing businesses and served the community as a director on a number of boards. He and his wife Ali moved from central Florida to Knoxville in 1993, then to Tellico Village in 1998. They are Tellico Village residents on Vinita Lane in the Tanasi Greens neighborhood.

Jim and Ali are members of Tellico Village Community Church. He has served as the Dock Captain for the Tellico Village Townhouse docks and as a Director on the Tellico Village Townhouse Association Board of Directors. Also, he has served on the Board of Directors of T-BART, on the Board of Directors of the Rotary Club of Tellico Lake in Tellico Village and as the District 7 (Tellico Village) representative to the Loudon County Republican Executive Committee. Currently, he serves on the Board of Directors of the Tellico Community Playhouse and is a Commissioner on the Loudon County Election Commission. He is involved in both the community and the county.
